Border Patrol Investigates Possible Arrest Quota

The United States Border Patrol is investigating allegations that border patrol agents at its Riverside, California station were threatened with punishment if they did not meet a quota of arresting 150 suspected illegal immigrants in January. 

The region’s chief patrol agent confirmed that the Border Patrol does try to inspire agents through setting goals, but that setting numerical targets is not common and not recommended.  All efficient entities use goals to increase employee productivity – but with the Border Patrol it is necessary to insure that inspirational goals do not become arrest quotas.  What should a border patrol agent’s goals be?  What are they now?
